Working Together to Deliver Enabling Services
Municipal Shared Services (MSS) is a collaborative service delivery organization created by the Municipality of the District of Lunenburg, the Town of Bridgewater, and the Town of Mahone Bay. Established in 2013 under a formal shared services agreement, our mission is to deliver high-quality, value-added services and solutions through collaboration and strategic partnerships.
We currently operate five shared services on behalf of our partner municipalities, enabling each to benefit from increased expertise, improved service delivery, cost-efficiencies, and professional capacity that would be more difficult to achieve independently.
Our services are governed by a joint board of elected representatives from each municipality, and we are guided by the vision:

Waste Management
Municipal Shared Services operates South Shore Waste Solutions (SSWS), a regional waste management service. We manage the Whynott’s Settlement Waste Site, deliver diversion programs (composting, recycling, reuse), enforce disposal bans, and support public education initiatives to help reduce waste and protect the environment.
Occupational Health & Safety
Municipal Shared Services provides a shared safety service that supports regulatory compliance, workplace inspections, employee training, and safety committee coordination. We help our municipalities protect their teams and cultivate a proactive safety culture in line with provincial legislation.
Information Technology
Our IT service provides reliable technical support and guidance, using industry best practices to ensure the security, privacy, and availability of information systems for its partners.
Procurement
Our centralized procurement service strengthens purchasing practices, supports tendering and RFP processes, and ensures compliance with trade agreements and municipal policies. We help municipalities buy smarter — improving value, consistency, and local supplier engagement.
Human Resources
We deliver centralized HR services, including recruitment, policy development, employee/labour relations, and talent planning. Municipal Shared Services helps our partners build strong teams, comply with employment legislation, and foster positive, inclusive workplace cultures.
